Prior to joining Rockabill, Richard served as Director of the Medicaid Redesign Team Program (“MRT”) and Senior Underwriter for the New York State Housing Finance Agency (“HFA”), a division of New York Homes and Community Renewal (“HCR”). As MRT Director, Richard was responsible for managing HCR’s $100 million dollar capital allocation from the Medicaid Redesign Team to further the development of Supportive Housing in New York State. During his time at HFA, Richard was responsible for coordinating the financing, approval process and closing of 45 bond financed affordable housing transactions producing over 4,500 units of affordable housing.
Prior to HCR, Richard was a Senior Project Manager for the New York City Department of Housing Preservation and Development. There he was responsible underwriting loans in for the Office of Development and for the development and review of Requests for Proposals for the development of property controlled by the New York City Housing Authority (“NYCHA”).
Richard holds a Bachelor of Arts degree from the University of Pennsylvania and a Master of Public Administration degree from New York University.
