Roger brings 40 years of comprehensive affordable housing experience before joining the Rockabill team. For almost two decades Roger worked in several roles at the New York State Homes and Community Renewal (NYS HCR). His most recent position there was as a Vice President of Multifamily Finance where he oversaw a growing preservation and public housing construction pipeline. In addition he was a member of the Affordable Housing Corporation (AHC) Credit Committee, as well as the recently formed NYS Division of Housing and Community Renewal’s (DHCR’s) PTAP Credit Committee. Roger originally joined the state agency in 2000 assuming the position of Asset Manager with a responsibility of overseeing 50 loans. In 2003 he was promoted to Senior Asset Manager with the additional responsibility of transitioning their Housing Finance Agency’s (HFA’s) Section 8 Portfolio through HUD’s ‘Mark to Market Program’. In 2007, he transitioned into the Multifamily Finance Unit to work on the agency’s Housing Preservation Program, which concentrated on repositioning, refinancing and rehabilitating aging multifamily housing throughout the state. Then in 2008, Roger was promoted to Assistant Vice President of Multifamily Finance and continued to work on developing financing platforms to ensure extended affordability for an aging Mitchell-Lama portfolio that the Agency acquired from ESDC in 2012. Roger co-developed the Agency’s program for participating in HUD RAD I & II programs for Public Housing and the ESDC Mitchell-Lama portfolio. In December 2015, Roger was promoted to Vice President of Multifamily Finance. In this position, he was responsible for overseeing the day-to-day operations of the Multifamily finance Unit, directing the development of multifamily housing financings, processing project applications through the loan closing process, continuing the creation of innovative financing structures, and supervising of underwriting staff.

Prior to joining NYS HCR, Roger was the Director of Property Management for RJ&S Associates, a small NYC syndicator and management company that developed and operated in HUD assisted and insured projects in eight states throughout the Southeast and Southwest United States. In that role, he monitored construction, development of marketing, management and maintenance plans, budgeting, site and home office supervision, among other things. He was the owner’s representative for HUD and various state agencies. Prior to this position, Roger worked as a Project Coordinator at Harlem Urban Development Corporation for the HUD Section 312 Loan Program. He oversaw the loan program for Federal Small Home Improvement Program and coordinated with the original Harlem Brownstone program. Roger holds a Business Degree from CUNY Brooklyn College. He also holds various certificates through the NYU Real Estate Institute for Property Management, Asset Management, and Finance.
